DEPRIVATION POVERTY: METHODS OF CALCULATION AND EVALUATION
Abstract
The insufficient development of the methodology for calculating deprivation poverty both in Rosstat and Eurostat is shown. It leads to incorrect and incomparable estimates. It was established that the composition of the groups of absolute and deprivation poverty overlaps slightly, and the factors of both types of poverty are different. Absolute poverty is determined by low incomes, domicile, the number of children, while deprivational poverty is determined by the status of a non-working pensioner, a familyless individual, and a disabled person. The rural population is characterized by an increased risk of both absolute and deprivation poverty, moreover, absolute - to a greater extent. The perception of own income by the average household of the Russian Federation as “minimally sufficient” is shown, which reflects a situation of reduced opportunities in the absence of positive socio-economic dynamics in the country.
