Abstract

The relevance of the topic of the article is related to the need to improve the theoretical, methodological and organizational-economic approaches to the implementation of the main criteria for food security in the face of new challenges and risks.

The purpose of the article is to study the transformation of the role of domestic food aid in the system of institutes of food security in modern conditions.

The subject of the study is the process of forming domestic food aid as an integral part of the system of institutions of food security.

Methods of research. The theoretical and methodological basis of the study is the works of the classics of economic science, the work of modern domestic and foreign economists, who study institutional theory and theory of consumption. The article uses both general scientific methods of cognition and traditional methods of economic analysis.

Main results: it is shown the importance of the institute of internal food aid to fulfill the criterion of economic accessibility of food in modern conditions; it is justified that in order to obtain the greatest effect from the development of the system of food aid to the population, it is necessary to improve the organizational and economic mechanism for its implementation, including in the development of theoretical and methodological issues of the functioning of the institute of food aid in the system of institutes of food security. The interrelations of the directions of the activation of social policy and the formation of domestic food aid are studied.

Conclusions. The directions of the development of the institute of internal food aid are systematized on the basis of the strategic goal of ensuring food security, a step-by-step process for the development of domestic food aid is proposed, the need to improve the institutional aspects of its implementation, in particular through legislative consolidation of rational consumption norms, is substantiated. The need for an integrated approach to the activation of social policy is shown. Its directions are marked:the transition from the subsistence minimum to the minimum consumer budget, the elimination of excessive inequality, the reduction of the Gini index to the level of European countries, the introduction of a progressive scale of taxation, the elimination of the working poor phenomenon.
