STRATEGIC PRIORITIES AND MECHANISMS FOR INNOVATIVE DEVELOPMENT OF THE PRODUCTION CAPACITY OF THE LIVESTOCK SUBCOMPLEX
Abstract
The article forms the author's paradigm for assessing the innovative state of animal husbandry based on the theories of innovations diffusion. The most important elements of innovation diffusion theories are technology transfer and knowledge spillover. The system of indicators of the innovative profile of products, resources and means of state support for livestock industries has been substantiated.
The influence of the existing instruments of state support on innovations diffusion in dairy cattle breeding by groups of regions of Russia, specified in accordance with the theory of innovations diffusion by Rogers and having significant differences in the level of innovativeness of milk production, has been revealed. The results of the study showed the priority role of innovative support in increasing the commodity resources of milk, especially in groups of regions with a high level of innovativeness in milk production. For various groups of regions, appropriate models of state support are proposed. To identify the impact of innovative support for milk on innovative potential, an innovativeness matrix has been developed, which can be used to assess the innovative potential of milk production and processing. The proposed methodological approach makes it possible to assess the level of sufficiency of innovative support resources for a more complete use of the production potential of both milk production and processing.
