DIGITALIZATION OF RURAL HEALTH SERVICE: PRINCIPLES, FACTORS, AND STRATEGIES

Abstract

The purpose of the study is to search for and scientifically substantiate an integrated theoretical, methodological and applied contour of digitalization, which is in demand by rural health service, ensuring its organizational sustainability and restoring the availability of medical care to the rural population at all territorial levels. The article generalizes and concretizes the theoretical provisions that study the mechanisms of formation of complex systems stability. The necessity of considering the digitalization of rural health service as a separate object of management with special prerequisites for formation, structure and a specific target audience is substantiated. It is shown that the digitalization of rural health  service will be the basis for the sustainable development of this system in the event that rural health service obtains its own organizational status. The fulfillment of this condition will allow, with the help of digitalization, to form rural health service networks that correspond to the characteristics of rural settlement; develop a regulatory framework for rural health care, calculate and implement funding. The practical significance of the article is reflected in the author's proposed strategic development of digitalization of rural health service within a rural administrative region, which can be used in the process of managing the territorial systems of rural health service in Russia.
