PROBLEMS OF SOCIO-ECONOMIC MANAGEMENT OF RURAL TERRITORIES
Abstract
With the accession of Russia to the European Charter of Local Self-Government, the requirements for the forms and methods of rural territories management have increased. The results of the analysis of the European Union's experience in rural territories development management raise some doubts about the effectiveness of European principles for Russian reality. The article shows that there are other approaches to solving the problems of socio-economic management of rural territories, which include: effective use of forms and methods for coordinating the interests of central and regional authorities, the relationship and interdependence between the use of interregional and intraregional material resources and financial flows. However, in the current economic conditions of Russia, financing from the federal budget continues to be insufficient for a fundamental change in the situation in the management of rural territories. The article offers an analysis of new effective approaches and tools that can raise the low level of management of social and economic infrastructure of rural areas.
