SUBSTANTIATION OF LONG-TERM TENDENCIES OF THE SCIENTIFIC AND TECHNOLOGICAL DEVELOPMENT OF THE AGRICULTURAL FOOD COMPLEX OF RUSSIA

Abstract

Based on the results of the analysis, the article substantiates long-term trends in the scientific and technological development of the agri-food complex of Russia. Disproportions between the costs of scientific research and indicators of the effectiveness of innovation have been identified. Positive tendencies of financing agricultural science are formulated, stimulating scientific and technological development: increase in expenditures on agricultural science; increase in the share of research expenditures in GDP. The tendency of increasing the share of costs per unit of result is presented in comparison with other sectors of the national economy and international best practices. It indicates the need to increase the demand for domestic agricultural innovations. In the study of the structure of sources of financing agricultural science, it has been revealed a tendency to increase the share of basic research costs in the total volume of domestic current costs and reduce the costs of applied research, which helps to increase imbalances and the gap between the stages of the research cycle, the loss of applied competencies and the ability to solve priority tasks. To solve these problems and accelerate the scientific and technological development of the agri-food complex, the directions of improving the financing of scientific research, increasing the level of their demand for the market and strengthening the ties between science and production are proposed.
