THEORETICAL JUSTIFICATION OF CHANGES IN HEALTHCARE SYSTEMS TAKING INTO ACCOUNT FEATURES OF MODERN RURAL SETTLEMENT
Abstract
The purpose of the article is to study the problems associated with the development of a theoretical basis for changes in healthcare systems, taking into account the peculiarities, structure, dynamics of rural settlement to ensure the availability of medical services to the entire rural population.
The theoretical scientific positions of foreign authors, formulated within the framework of the concept of civil-oriented management, are generalized.
Based on the materials of state statistics, the essence of the mismatch of the existing medical networks with the state and changes in the rural settlement system is shown, They allow one to consider it as a contradiction that impedes the development of a network of medical organizations and rural settlement. The consequence of the revealed contradiction is the deprivation of a part of the rural population of access to medical services.
The practical result of the study is the tools proposed by the author that facilitate the coordination of networks of medical organizations with the characteristics, structure and dynamics of modern rural settlement in Russia and ensure an increase in the availability of medical services for the rural population as a whole.
