Abstract

The Land Code of the Republic of Kazakhstan establishes key principles for the rational use and protection of land resources, promoting goals of environmental sustainability, orderly land use, and socio-economic development. However, with the implementation of Kazakhstan's Carbon Neutrality Strategy until 2060, there are increasing demands for sustainable land management as a crucial factor in reducing anthropogenic emissions and enhancing ecosystem carbon sequestration capacity. An additional challenge is the growing risk of water scarcity, particularly in arid regions of the country, where water shortages limit productive agriculture and intensify competition between economic sectors. Under these circumstances, land legislation plays a critical role in ensuring balanced, environmentally safe, and water-efficient land use.

This study examines the impact of current legal norms on the potential of agricultural research in the Republic of Kazakhstan. It concludes that improvements to land legislation are necessary to address sustainable development goals, water and food security, and the transition to a low-carbon economy.
