Technological sovereignty of the agro-industrial complex: what barriers must Russian agribusiness overcome?

Abstract

The change in the paradigm of perception of the agro-industrial complex is substantiated: from a sector optimizing costs and profits to a strategic shield of the state. It is shown that under conditions of geopolitical turbulence, climate challenges and demographic pressure, technological backwardness of agriculture directly correlates with loss of sovereignty, food dependence and vulnerability of critical infrastructure. The system of barriers to sustainable development of the AIC is comprehensively examined: financial, economic, technological, personnel and institutional barriers. A set of measures to overcome these barriers is systematized, including state support, implementation of national projects, development of the scientific and technological base, digitalization of the economy and personnel training.
