STRUCTURAL FEATURES OF RURAL POVERTY AND WAYS TO OVERCOME IT

Abstract

A high and persistent concentration of poverty in rural areas is analyzed. Among its reasons, some of the most significant are unemployment and low wages of the working population. It was found out that at present, monetary rural poverty in the socio-demographic aspect is directly related to the number of children and is inversely related to the number of pensioners - even the use of a weighted method for calculating per capita income, although it softens the dependence of income on family size and composition, but not eliminates it completely. The role of pensions in the formation of income of rural households is overestimated in comparison with other sources, especially wages. The transition to “"prosperity” is characterized by the gradual inclusion of almost all adult members of a rural family in the orbit of employment and their higher activity in the field of entrepreneurial activity. It is shown that direct financial support to families with children could reduce the risk of their falling into the category of the poor, but measures related to stimulating employment, self-employment, and support for small businesses seem to be more effective. It has been established that work in commercial household plots, being an integral part of the entrepreneurial activity of rural families, can play a significant role in overcoming poverty of the rural population. In this regard, support can be aimed at increasing the growth opportunities for the marketability of small agricultural production of rural households.
