DIFFERENTIATION OF DEVELOPMENT STRATEGIES FOR AGRICULTURAL FOOD SYSTEMS IN THE REGIONS OF RUSSIA, UNFAVORABLE FOR AGRICULTURAL PRODUCTION

Abstract

The article  compares the normative documents defining the composition of the groups of constituent entities of the Russian Federation, in which agriculture requires additional economic and organizational support; it was found out that most of the regions recognized as regions of priority development or with a low level of socio-economic development are included in the list of regions whose territories are classified as unfavorable for agricultural production and form a separate group of 24 constituent entities of the Russian Federation with the most difficult natural conditions for agricultural production. For the regions of the group of 24th, individual strategies for the development of the agri-food complex are required with significant financial support from the federal center, aimed at improving the quality of life of the rural population, preserving agriculture in conditions of extreme limited agricultural land.

It is proposed to use the modified rules for determining the amount of state support of the constituent entities of the Russian Federation with a low level of socio-economic development, set out in the State Program of the Agro-Industrial Complex, for the distribution of federal budget subsidies for the development of the agro-industrial complex of the regions of the group of 24th. An algorithm is proposed based on assessing the severity of the most important problems solved in these regions within the framework of national projects and state programs, and on determining the costs of improving the situation for each problem, which will identify alternative options for the development strategy of the regional agro-industrial complex.
